Minutes of the meeting of the Management Committee held in the office of the Additional Joint Collector on 24-08-2016 at 11-00am.

  1. Welcome to the Chairman and the members of the Management Committee:

At the outset the Principal, on behalf of the Chairman extended warm welcome to the members of VMC. The members were introduced to the Chairman.

  1. Information to the members about the various curricular and co-curricular activities in the Vidyalaya:

The members have been given the information about various curricular and co-curricular activities that are going on in the Vidyalaya such as:

  1. Conduct of FA I for classes III to X and monthly tests for class XII and submission of answer papers to the parents for their perusal.

  2. Participation of 186 Children in the KVS Regional Sports Meet in various games and sports in Hyderabad.

  3. Start of German Language as additional subject for classes VI and VII on the basis of willingness of the children & parents.

  4. Start of NCC activity and training of first batch of 10 students in Warangal.

  1. Haritha Haram Programme in the Vidyalaya By Sri Tummala Nageswara Rao, Hon’ ble Minister for Roads & Buildings and Women & Child Development, Govt. of Telangana:

Sri Tummala Nageswara Rao, Hon’ ble Minister for Roads & Buildings and Women & Child Development, Govt. of Telangana visited the Vidyalaya as part of Prestigious Haritha Haram Programme of the Govt. of Telangana. The Minister Planted the sapling, inaugurated the Digital Classroom and blessed the staff and the children.

  1. Status of admissions for the session 2016-17 and the enrollment along with vacancy position classwise:

Admission process was completed for the session 2016-17. No vacancies in any class except for the children of the employees of Central Govt as per admission guidelines. There are 33 sections in the Vidyalaya with 3 sections each from classes I to IX and two sections each from classes X to XII. The total enrollment of the Vidyalaya is 1248. The maximum class strength permitted per section is 40 except special provisions.

  1. Appointment of contractual teachers for the session 2016-17 and strategies for the session 2017-18:

Preparation of panel and appointment of Contractual Teachers for the session 2016-17 was completed in the month of April 2016. The marks awarded in the interview and panel prepared for appointment of Contractual Teachers was uploaded on the Vidyalaya website for the first time and a copy was sent to KVS Regional Office and KVS Head Quarter for information. This was done for the purpose of promoting transparency.

  1. Filling up of the vacancies existing in the VMC due to transfer/retirement/other reasons:

There are some vacancies in the VMC and same need to be filled with the approval of the Chairman VMC.

Decision:It was decided in the meeting that the Principal will submit the list of proposed names to the Chairman for inducting into the VMC.

  1. Setting up/notifying the PTA executive Committee by the Chairman, VMC:

It was brought to the notice of the Chairman and the members that a General Body meeting of all the parents was conducted on 25-06-2016 with various agenda points along with setting up of PTA Executive Committee. The PTA Executive Committee consists of 7 members with Principal as Ex-Officio Chairman, four parent members (2 male and 2 female) and 2two teachers members (1 male and 1 female). The Committee has tenure of two years.

It was also brought to the notice of the Members and the Chairman that the parents have been asked to submit their willingness to serve the Vidyalaya as the member of PTA. As many as 42 members have expressed their willingness.

Decision: The Chairman directed the Principal to submit the list of willing members to serve the PTA, so that the PTA will be notified.

  1. Approval of Revised Estimates for 2016-17 and Budget Estimates for 2017-18 for Vidyalaya Vikas Nidhi and School Fund accounts.

The members were informed that the Revised Estimates for 2016-17 and the Budget Estimates for 2017-18 for both Vidyalaya Vikas Nidhi account and the School Fund account have approved by the Chairman. The Estimates have been submitted to KVS for approval.

  1. Financial position of the Vidyalaya and the difficulties faced in organizing various activities in the Vidyalaya and meeting the mandatory expenses.

The Chairman and the Members were informed about the fee concession given to the parents in the name of Below Poverty Line. The Vidyalaya is also giving the fee concession to the children admitted under RTE as per the provisions of Govt. of India. The statistics are as follows:

  1. 150 Children have been given admission under RTE. No fee is collected from these children and apart from that the Vidyalaya is paying the educational expenses to these children.

  2. Nearly 250 children have been given fee concession under BPL category. It is mandatory for the parents to produce BPL card to get the fee concession. Instead of BPL card the parents have submitted BPL certificates and are claiming the concession.

  3. The Vidyalaya is losing revenue to the tune of Rs. 30,00,000/- per annum.

  4. The Vidyalaya is not in a position to take up all the activities that are normally going on in City KVs. Appointment of Doctor, Academic Counselor, Yoga teacher, Special Teacher for differently abled children could not be taken up. Various activities that are mandatory are not taken up in K V Khammam. Infrastructure development has taken a beating due to shortage of funds.

  1. Ways and means of checking the applications for fee concession under BPL.

The Principal requested the Chairman to direct the authority concerned not to issue BPL certificates and income certificates to those who approach them without verifying their actual status.

Decision: The Chairman assured the members that directions will be given to the authorities concerned not to issue BPL cards to those who do not deserve. The Principal was asked to submit a request in this regard to the Collector and the District Magistrate, Khammam for necessary action. The Principal was also directed to ask the parents to submit White Ration Card for claiming fee concession along with other documents.

  1. Approach Road from Telangana Thalli Statue in Polepally Village to K V main Gate:

The Principal brought to the notice of the Chairman and the members about the condition of the Approach Road from Telangana Thalli Statue to Main gate of the School and requested to the Chairman for laying Permanent Road.

Decision:The Chairman directed the Executive Engineer from R & B Shri. P Dhananjaya to visit the site and prepare estimates for approval. The Chairman assured the members that the road will be constructed as soon as possible.

  1. Plantation by the Chairman and the members of the VMC:

The meeting was scheduled for 16-08-2016 in the Vidyalaya premises and accordingly it was proposed for plantation drive by the Chairman and the members of the VMC. Due to postponement of the meeting and shifting the venue the plantation could not be taken up.

  1. Any other point with the permission of the Chair.

  1. The parent member raised the issue of conducting the annual day during this academic year

The Principal assured the members and the Chairman that Annual Day will be celebrated in a befitting manner.

Dr. Kondala Rao, Member suggested that the Annual Day may be celebrated in a grand manner with maximum participation. He wanted that all the students may be given an opportunity to participate in the Annual Day function.

The Principal assured the members that all efforts will be taken to see that as many students as possible will be given chance to participate in the Annual day function.

  1. Dr. Kondala Rao suggested that there should be a Parent Teacher meeting every month:

The Principal informed the members that the last working day is made half day, so that the parents will be able to meet the teachers and discuss the issues and problems related to the performance of their wards. The parents are also allowed to meet the teachers on all working days between 2-40pm and 4-00pm and discuss about the performance of their ward.

  1. Dr. Kondala Rao suggested that there should be PTA meeting at the end of every month for the parents of classes X and XII to develop rapport between the parents and teachers.

The members informed that the Parent Teacher meeting is held regularly for the parents of classes X and XII.

Minutes of the meeting of the Management Committee held in the office of the District Collector & Magistrate and Chairman, Vidyalaya Management Committee on 08-12-2016 at 10-30am.

 

1.      Welcome to the Chairman and the members of the Management Committee:

At the outset the Principal, on behalf of the Chairman extended warm welcome to the members of VMC.

2.      Review of the minutes of the previous meeting held on 24-08-2016:

The minutes of the previous meeting were reviewed and action taken by the Principal on various decisions was conveyed to the Members. One pending issue was noticed by the Chairman and the Members.

Pending Issues:

1.      Approach Road to the Vidyalaya Main Gate from Telangana Thalli Statue: The Chairman and the members were informed by the Principal that there is no progress on the construction of the road.

The Chairman enquired about the road from the representative of the Executive Engineer R& B, who informed the Chairman that no Estimates were prepared by R & B. The Chairman called upon the PA, DRDA to visit the site and provide inputs about the road and approximate cost to make the Road. The Chairman also directed the Principal to keep reminding the progress on the issue.

The Chairman also directed the Principal to write a letter to KVS head Quarter requesting for sanction of funds for the road.

3.      Information to the members about the various curricular and co-curricular activities in the Vidyalaya:

The members have been given the information about various curricular and co-curricular activities that are going on in the Vidyalaya such as:

·         First term is completed by September. FA I, FA II and SA I are completed and result was given to the parents. Meeting of all the parents was called for and progress report of the students were shown along with answer papers of SA I.

·         Class wise PTA meetings are being conducted regularly. It is a continuous process. The response was not good.

·         SMS facility was created to maintain proper communication with the parents.

·         Study hours are being conducted for the students of class XII. The study hours will be extended upto the middle of February 2017.

·         Classes are conducted after the school hours in small groups, where each teacher will call for two or three students to train them in difficult areas. This is done for classes I to VIII. The response of the children is good.

·         Pre-Board for class XII and Half Yearly for class XI are going on. FA III starts from 15th.

·         SPICMACAY programme was conducted in the School Kuchipudi with Mr. Vedantam Venkata Naga Chalapathi Rao.

4.      Achievements of the students in various activities:

The details of the participation of students in sports activities at various levels and the medals and cash awards won by them are given in the table below.

31 children have participated in the KVS National Sports Meet and won medals and cash awards worth Rs. 1,49,000/-. 7 children have been selected for SGFI meet. The meet is in progress. We are expecting Rs. 1,00,000 in cash award.

5.      Information to the members about the staff sanction proposals sent to KVS Head Quarter:

The Chairman and the members were given the information about the staff sanction proposals sent to KVS Head Quarters. It was informed to the members that one additional section was requested in class X, as there were 3 sections in class IX. With this one additional section in class X, the school will have 3 sections from class I to X and two sections each in classes XI & XII.

6.      Financial position and shortage of funds in VVN to carry out various activities in the Vidyalaya:

It was brought to the notice of the Chairman and the members that the Vidyalaya is facing shortage of funds for carrying out various activities. The members were also informed that the planned Annual Day Celebration in December was postponed due to fund shortage. The same will be taken up in January 2017 after fee collection.

7.      Staff position and the number of vacancies for which contractual arrangements have been made:

The Chairman and the members were informed that there are 24 vacancies of various teaching posts. Contractual teachers have been appointed to fill the vacancies. There are a total of 28 contractual Teachers working in the Vidyalaya presently, including Nurse, Sports Coach, Computer Instructor and German teacher.

8.      Proposal to celebrate Annual Day in the month of January 2017:

The Principal submitted a proposal to the Chairman and the members to celebrate the Annual Day in the month of January 2017. The proposal was accepted and the Principal was asked to go ahead with the plan.

9.      Visit of the Honourable Member Parliament, Smt. Renuka Chowdhary to the Vidyalaya on 5-10-2016:

The Chairman and the members were informed by the Principal that Honourable Member Parliament Smt. Renuka Chowdhary visited the Vidyalaya and interacted with the Executive Committee members of the parent Teacher Association, Parents, Students and the teachers. Honourable Member parliament expressed her wish that K V Khammam should progress and compete with the KVs located in cities like Delhi.

10.  Installation of RO plant sanctioned by Honourable Member Parliament Shri. Ponguleti Srinivasa Reddy:

Honourable Member Parliament, Shri. Ponguleti Srinivasa Reddy sanctioned RO plant to the school out of MPLADS. The material for installing the RO plant was received by the Vidyalaya. The installation is pending. RWS is overlooking the installation of RO Plant.

11.  Any other point with the permission of the Chair.

The Co-Opted member Mr. K Sridhar raised the issue of gathering of large number of students outside the Main Gate after the school hours and movement of some unwanted outside elements creating indiscipline and teasing of girl students.

The Principal informed the members that the issue was taken up with the She Teams. Members of the She team have visited the Vidyalaya for further inputs and are patrolling the area on a regular basis.

The Chairman wanted CC Cameras to be installed at the main gate so that all the activities outside the gate after school hours will be recorded. When Principal informed that the gate is beyond coverage of the C C camera, the Chairman informed the members that the issue will be taken up, once the police Commissionerate is functional in Khammam.

Minutes of the meeting of the Management Committee held in the office of the Collector & Distrcit Magistrate and Chairman, Vidyalaya Management Committee on 28-02-2017 at 03-00pm.

 

1.      Welcome to the members of the Management Committee.

At the outset the Principal, on behalf of the Chairman extended warm welcome to the members of VMC.

2.      Review of the minutes and pending issues of the previous meeting held on 8-12-2016.

The minutes of the previous meeting were reviewed and action taken by the Principal on various decisions was conveyed to the Members. One pending issue was noticed by the Chairman and the Members.

Pending Issues:

a)      Approach Road to the Vidyalaya Main Gate from Telangana Thalli Statue: The Chairman and the members were informed by the Principal that there is no progress on the construction of the Road.

The Principal informed the Chairman and the members that the estimates were prepared and the same were submitted to the Executive Engineer, Pachayat Raj Department. The members were also informed that the matter was discussed during the visit of the Honourable Member Parliament Shri P. Srinivasa Reddy. Honourable Member parliament called the Project Director, DRDA and directed him to find ways and means of completing the Road. He even assured that he will provide upto 20% of the cost of the Road.

The Chairman enquired about the Road from the Executive Engineer R& B, and asked him to submit the estimates to complete 150M of the Road from Yoga Centre to the School. The Executive Engineer from R & B sought some time to take up the construction of the Road. The Chairman assured the members that He will find a way, after discussing the matter with other departments concerned.

3.      Academic Activities in the Vidyalaya.

·         The syllabus is completed in all the classes and all the subjects and revision is going on. Internal examinations start from 6-03-2017 and will be over 22-03-2017. The result for classes I to IX and XI will be declared on 27-03-2017.

·         The Board Examinations start from 9-03-2017 and will be over by 22-04-2017. The examination centre is K V Khammam. 600 candidates in class X and 65 candidates in class XII from different schools in Khammam are appearing in the Board Examination in our centre.

·         Study material was provided to all class XII students. Study camps were conducted. Preparatory exam was conducted for all the class IX & X students.

·         The admission process for class I started on 8-02-2017 and the last date for submitting application is 10-03-2017. Admission process for other classes starts in the first week of April subject to availability of vacancies.

·         All the teachers have been trained to takeup the new initiative from KVS called “Back to Basics”. The programme will be implemented from the session 2017-18.

4.      Visit of the Honourable Member Parliament, Shri. P Srinivasa Reddy on 10-02-2017.

The Chairman and the members were informed that, Honourable Member Parliament Shri. P Srinivasa Reddy visited the school on 10-02-2017 and reviewed the progress on the work of installation of R O Plant. Honourable Member Parliament also visited various classes and observed the classroom transaction. He also directed the Principal to submit to him the requirement and pending issues in the School in writing.

5.      Installation of RO plant sanctioned by Honourable Member Parliament Shri. Ponguleti Srinivasa Reddy.

The members were also informed that the RO plant donated by Honourable MP was ready and safe drinking water is available to the children of the Vidyalaya. The Chairman VMC, directed the Principal to apply for water pipe line from Municipality/Panchayat/Mission Bhagiratha project for safe drinking water.

6.      Admission process for class I and other classes for the session 2017-18.

The Chairman and the members were informed that the admission process for class I was started. The applications are to be submitted online only and the last date is 10-03-2017. Draw of lots will be done on 18-03-2017 to finalize the admissions. The process for other classes will start in the first week of April 2017, provided vacancies are available.

7.      Issuing advertisement and conducting interview for the appointment of Contractual Teachers for the session 2017-18.

The Principal sought permission from the Chairman and the Members of the Management Committee for advertising and completing the process of selection of contractual teachers for the session 2017-18. The permission was given by the Chairman to go ahead with the formalities.

8.      Fee concession to the children belonging to the BPL families on production of BPL card and not white ration card or BPL certificate.

The matter of providing fee concession to the children belonging to BPL families on production of Food Security Card and White ration card instead of BPL card was discussed. The Chairman informed the members that there is no practice of issuing BPL cards in Telangana and the White ration Card and the Food Security card issued are equivalent to BPL card. Hence it was decided by the Chairman and the members that the concession if given, may be given to the people on production of white ration card or food security card without insisting on production of Income Certificate.

9.      Any other point with the permission of the Chair.
